ORGANIZATIONAL CONTEXT

The Head of Security is located in Baghdad and reports to the WFP Iraq Representative and Country Director.

JOB PURPOSE

To support the provision of technical advice, guidance, and management of WFP's security operations to enable the effective delivery of WFP mandate without jeopardy of security of personnel, assets and resources.

KEY ACCOUNTABILITIES (not all-inclusive)

•Keep abreast of the local, regional security dynamics with awareness of global factors that might impact WFP mandate delivery in Iraq, advise WFP head of field offices on the relevant security developments and recommend risk management measures to address threats likelihoods and impacts to maintain acceptable level of risk.

•Support head of field offices in planning, execution, monitoring, and evaluation of WFP operational activities required to deliver WFP mandate.

•Keep WFP security plan(s) updated with all relevant annexes including but not limited to, MEDEVAC, CASEVAC, business continuity, firefighting, etc. And ensure that WFP Iraq personnel are aware of and rehearsing relevant emergency response procedures as need be.

•Provide technical and operational guidance to security team with leadership parameters pertaining the day-to-day security operations management.

•Carry out ad-hoc SRMs and relevant security assessments as need be and as required.

•Recommending risk management measures and monitoring the proper implementation of the recommended measures.

•Establish effective relationship with government security counterparts to facilitate the delivery of WFP mandate and grant access to the people we serve.

•Establish collaborative relationship with UNDSS and other UNSMS security counterparts, at Iraq country level, to make sure a UNSMS collaborative approach is maintained without impediment of WFP program delivery.

•Represent WFP in Iraq area(s) security cell(s) promoting WFP needs for better mandate delivery. Advice the head of area office prior ASMT and attend the ASMT as an observer.

•Represent WFP in other UNSMS security fora as required.

•Represent WFP at inter-agency meetings e.g. security coordination cells in to contribute to technical discussions and exchange of knowledge and experience and advocate for the WFP position.

•Work collaboratively with external partners and I/NGOs withing saving lives together (SLT) framework.

•Work collaboratively with WFP Iraq heads of units to ensure security is included in the early stages of WFP activities design and other WFP related operational activities.

•Identify potential security training and development opportunities and needs and facilitate training sessions as required to build the security capabilities of WFP personnel and external partners.

•Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation, and information as required to support the assessment of activity impact.

•Make sure that WFP security preparedness is up to the level and WFP personnel are aware of, and rehearsing security emergency responses as applicable.

•Ensure WFP communications are integrated into the appropriate UNSMS security communication system and all staff are trained in security and emergency procedures, in collaboration with Information & Telecommunications Officer.

•Ensure WFP Iraq is compliant with relevant security risk management protocols and advocate for boosting KPIs percentage as applicable.

•Perform other duties as required and need be to deliver WFP mandate

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.

Experience: For holders of an Advanced degree, a minimum of five (5) years of relevant professional work experience in Security Management, International Relations or Law Enforcement, or other relevant fields; For holders of a Diploma in Military/Police Academy or a First university degree, a minimum of seven (7) years of relevant professional work experience as described above.

Language: Excellent skills in the English language both spoken and written. Knowledge of Arabic would be an asset.

FUNCTIONAL CAPABILITIES

Strategic approach to security risk management: -Supports in the development of security risk management strategy and leads in its implementation to ensure the safety and security of staff.

Operational knowledge of security risk management: - Leverages deep understanding of security operations in order to develop multi-faceted solutions to highly complex organizational security challenges.

Security resource management: - Monitors trends in staffing and financial resource usage to anticipate and escalate potential issues to programme leaders.

Analysis and solution development: -Utilises a good understanding of UN inter-governmental body partner agencies to interpret information and reports and provides tactical recommendations for the mitigation of threats and vulnerabilities to WFP’s operations.

Planning compliance and emergency management: -Demonstrates ability to plan and prioritise staff safety and security while ensuring strict compliance with established policies and procedures. Provides suggestions into how these practices may be improved.
