A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.
A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.
Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.
A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.
The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.
The Registry’s Legal Office (LO) combines a commitment to legal excellence with a result-oriented and policy-friendly approach in delivering legal services. The LO operates as a dynamic and multifaceted international law practice in anticipation of and in response to client requirements, in both operational and policy matters.
The LO supports the performance of the legal functions of the Registrar under the Rome Statute, Rules of Procedure and Evidence, Regulations of the Court, Regulations of the Registry, Financial Regulations and Rules, Staff Rules and Regulations and other legal instruments governing the ICC. This concerns both the judicial functioning of the ICC, where the Registry is involved, and legal matters affecting the ICC as an international organization and its legal position as a whole. In performing this dual role, the Section is responsible for ensuring the quality, uniformity and consistency of legal positions across the Registry and its Divisions of Judicial Services, External Operations, and
Management Services - including the coordination of an internal legal network. The Bureau provides a broad range of legal services including drafting, negotiating, advising and litigating.
The LO is headed by the Legal Counsel.
Duties and Responsibilities
Within this framework, the incumbent will be independently handling a wide range of complex legal matters relating to disputes particularly under international administrative law.
These duties include:
- Serves as senior lawyer in on-going and forthcoming staff disputes and disciplinary matters, by providing highly-specialized legal opinions and advice, conducting substantive legal research and analysis, and conducting litigation;
- Coordinates the work in the area of staff disputes and disciplinary matters within the Registry Legal Office, in consultation with the Human Resources Section;
- Reviews, drafts and advises on complex legal analysis, submissions and opinions, correspondence and settlement agreements;
- Represents the Court in proceedings before the internal administration of justice mechanisms and the ILO Administrative Tribunal, as well as in arbitration and conciliation proceedings or in negotiations or other procedures for the conclusion of agreements or the settlement of disputes;
- Advises on matters of liability in connection with the operations of the Court;
- Participates in inter-organ working groups on matters within area of responsibility and provides advice and assistance in resolving substantive and procedural legal issues; and
- Performs other or additional duties as assigned.
Advanced university degree in law with specialisation in international law or other related field. A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree. Bar admission or equivalent (e.g. solicitor), with substantial post-qualification experience, is desirable.
A minimum of seven years (nine years with a first level university degree) of progressively responsible professional experience in a legal environment relevant to the work of the Court, and to the aforementioned duties and responsibilities .
Experience in complex legal analysis, research and writing is desirable. Experience in providing legal advice with respect to staff disputes and disciplinary matters of an international organization is desirable.

Knowledge of Languages:
Proficiency in either of the working languages of the Court (English and French) is required, and working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
