||For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).
A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.
Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.
A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.
The International Criminal Court’s (ICC) Field Offices are the Registry’s permanent representation in situation countries, and serve as the in-country operations and operational support hub for the court as a whole. The Field Offices are a source of local and regional information for the ICC from varied sources in relation to social-political and security developments. Those developments can influence the way in which the Court conducts operations and communicates with its external partners. As such, Field Offices must develop and maintain relationships with key partners on the ground including national authorities, international and national governmental and non-governmental organizations, civil society groups and national and international media sources.
The Chief of the Field Office, who represents the Registrar in a situation country, is responsible for both the staff and operations on the ground, including the provision of services in the field to other Organs of the ICC, the parties and the participants. Field Offices are staffed by personnel who, while having their own specific skillsets and expertise, are required to work in an integrated multidisciplinary team environment. The multidisciplinary team will typically consist of Victim participation and reparation support, Outreach, Security, Witness support and administrative and operational support.
Duties and Responsibilities
Under the direct supervision of the Chief of Field Office, the incumbent will perform the following tasks:
- To provide input to the development of country communication;
- To help to promote understanding of the ICC mandate and its work among different target groups by making Court’s proceedings accessible and intelligible. This is achieved through the organization and participation in outreach sessions and meetings;
- To build outreach networks within target groups;
- To draft responses to a variety of enquiries and information requests both internal and external;
- To help in the preparation of reports by gathering feedback, information and evidence relating to outreach performance, the impact of information campaigns, ICC television and radio programmes. Also, administrating surveys to seek feedback from target groups. To process such information and save it on the internal database;
- To prepare weekly press reviews reflecting media coverage on ICC matters; to arrange press briefings and interviews for the Chief of Field Office and senior ICC officials as required and, when necessary, to participate in interactive community radio programmes and television debates;
- To provide knowledge of local context and language, provide some English-Georgian translation/interpretation support when required and advise on and facilitate relations with intermediaries and victim communities for all outreach activities;
- To distribute, in due course, application forms and other materials relating to victim participation and reparation, arrange for their collection and transmission to HQ, while observing all protocols relating to the handling of confidential information;
- To organize, prepare and contribute actively to meetings, training activities, consultations with victims and all outreach activities;
- To prepare activity reports, financial reports and manage records and information;
- To review, when applicable, victims’ applications received in order to make an initial assessment of completeness and request further information from applicants if necessary;
- To participate in the preparation and implementation of strategies, activity plans, procedures relating to outreach and victim participation;
- Perform other administrative/operations duties as required by the Chief of Field Office.
Diploma of secondary education.
A minimum of six years of progressively responsible work experience in the field relevant to outreach, IDPs/refugees, victims’ participation and reparation activities. Advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.
Knowledge, skills and abilities:
- Basic knowledge of the ICC is desirable, including the role of victims in ICC proceedings;
- Knowledge of the situation in Georgia;
- Experience of working in Georgia. Understanding and taking into account sensitivities working with victims, IDP/refugees, and conflict affected population is desired
- Knowledge of how to work with local international and national organizations and individuals in Georgia, including a good understanding of security and confidentiality requirements and social / cultural / political factors;
- Discretion and tact;
- Excellent communication (including public speaking) and inter-personal skills (including the ability to listen, read emotions and respond) and training experience;
- Ability to convey complex information and messages in a simple and effective way that can be understood by target audiences;
- Excellent organizational and administrative skills, computer knowledge, basic knowledge of budgeting and accounting;
- Particular awareness of, empathy with, and sensitivity to victims of sexual violence, children, as well as disabled and older persons;
- Ability to deal with confidential and sensitive information;
- A valid driving licence, held for a minimum of two years, will be considered an asset.
Knowledge of languages:
For this post, proficiency in written and spoken English and Georgian is required. Working knowledge of Russian is desirable. Knowledge of French would be an asset.
