STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree( Master) in international management, economics, nutrition, agriculture, environmental sciences, or local development.

ORGANIZATIONAL CONTEXT

In Burkina Faso, the World Food Programme (WFP) is assisting the government to implement a school feeding programme consisting of regular school feeding, emergency school feeding and school feeding with local products. The country's current political crisis and the continued deterioration of conflicts have resulted in one of the fastest growing internal displacements of people with over 1.8 million people displaced since 2019. Political instability, conflict, climate change and socio-economic problems are the main drivers of growing food insecurity in Burkina Faso, with nearly 3.5 million people experiencing food insecurity, or about 16 percent of the national population. Poor harvests and high food prices have added an additional layer of complexity in Burkina for an already vulnerable population facing multiple shocks. 

The Government of Burkina Faso disburses CFAF 18.8 billion annually for the implementation of its school canteens. In view of these important efforts, WFP is committed to supporting the Ministry of Education and the Presidential School Feeding Initiative in improving their performance, through various programmes, including those integrated with other UN agencies. In response to the challenges of child malnutrition, diversification of school meals, governance of school canteens, and development of the local economy, WFP, given its expertise in school feeding based on local production and purchases from small-scale producers, is prepared to support the Government in improving its national programme by sharing experiences on the purchase of school food by communes, linking small-scale producers to school markets, strengthening storage capacities, setting up a simplified purchasing guide, monitoring the traceability of funds and implementing the priority actions of the national school food and nutrition strategy, in particular the diversification of school meals, improving governance and the regulatory framework of the sector, etc

JOB PURPOSE

This candidate is a Programme Policy Officer and the priority actions to which he/she will contribute to improve the performance of the programme unit through the management of strategic results 1 and 2 of the Burkina Faso Strategic Plan 2019_2025, and to implement, are in line with the implementation of a school feeding model based on local production in the targeted model communes
 Design and manage school feeding programmes, especially those based on local production that meet Burkina Faso's food assistance needs
 Provide support to the development of agricultural value chains and agri-food processing
 Contribute to policy formulation, implementation of the HGSF strategy and implementation of specific projects

KEY ACCOUNTABILITIES (not all-inclusive)

1.    Contribute to the design of locally produced school feeding programmes, plans and processes, while ensuring their alignment with WFP's policies and programme directions.
2.    Implement and manage local production-based school feeding activities in specific areas of intervention and according to identified funds, programmes/projects of considerable size and complexity, in accordance with WFP standards and procedures.
3.    Develop synergy with other ongoing WFP activities in Burkina Faso, including resilience, nutrition, humanitarian assistance, social protection and gender
4.    Research and analyse policy and operational issues to inform the formulation of HGSF policies, programmes and activities 
5.    Contribute to initiatives that ensure a complete value chain with farmer organisations for increased production (and processing), income, capacity in order to create long-term impacts, and this in coordination with the units involved, especially resilience, nutrition, procurement etc.
6.    Contribute to the preparation of accurate and timely reports, publications and information products or proposals for internal and external use
7.    Liaise with internal and external counterparts for effective collaboration, monitor ongoing projects and highlight potential risks to project implementation.
8.    Support the identification, development and management of potential partnerships and collaborative working groups aimed at improving the delivery of food assistance.
9.    Represent WFP at appropriate meetings to contribute to discussions, exchange experiences, advocate for the HGSF and identify areas of potential collaboration
10.    Support the strengthening of the national HGSF programme and policies as well as strategies, action plans, protocols and guidelines in line with national priorities
11.    Accompany the Ministry of Education with support and technical expertise for the planning, formulation and implementation of HGSF that enhances government and community ownership and effectiveness
12.    Support capacity building of WFP staff, partners, government and communities in preparing and responding to food assistance needs through training and provision of equipment related to HGSF.
13.    Provide guidance and supervision to staff under his/her responsibility, while accompanying them in complex portfolio analyses 

14.    Contribute to resource mobilization efforts for WFP projects, articulating the need for school feeding programme opportunities, and monitor the resource situation of projects, including the availability of food and cash
15.    15. Ensure better use of financial resources to achieve objectives within a realistic budget
16.    Respond to any other tasks requested by the supervisor.of WFP, partners, government and communities in preparing and responding to food assistance needs through training and provision of equipment in relation to the HGSF.
