Under the direction of the Regional Lead for Emergency Preparedness and Response and Cross-Cutting Issues, the Regional Protection / AAP Advisor will be responsible for providing technical guidance and support to advance protection, conflict sensitivity and accountability to affected populations in WFP analysis, programme design, programme implementation, and monitoring. Significant travel to country offices, including regular field missions to emergency and hardship duty stations is to be expected.
The role will focus on both WFP’s direct assistance programmes as well as its technical assistance/capacity strengthening support to government-led programmes.
Specific responsibilities include:
Provide technical guidance and support:
- Guide countries in the design of innovative people-centered data collection and analysis approaches – and use analysis to advise the regional bureau, country offices, partners and government counterparts on appropriate adjustments to programmes to ensure inclusion of the most at-risk categories (gender, age, displacement, disability, indigeneity, other);
- Guide countries in the design and implementation of dedicated analysis on protection risks and conflict sensitivity – and use analysis to support country offices and partners to identify and pragmatically operationalize measures to mitigate risks;
- Support country offices to develop and roll-out community engagement action plans, both for WFP direct operations as well as in its technical assistance/capacity strengthening role;
- Support countries to strengthen Community feedback Mechanisms including their functionality, accessibility, escalation and referral processes;
- With the WFP Gender Advisor, support countries to meet WFP commitments on PSEA and related high-risk areas including the role out of new internal and partner assessment tools;
- Provide policy advice to WFP regional and country directors on specific protection, principled access, political or reputational risks in the region, and propose mitigation measures; and
- Support and oversee alignment to corporate standards including but not limited to Country Strategic Plans, Annual Country Reports, and annual monitoring of corporate commitments on Accountability to Affected Populations.
Promote country and regional level advocacy and partnerships:
- Identify, build and manage partnerships to complement WFP capacities and which enable robust protection analysis and monitoring, strengthened referral pathways, training for staff and partners, and other relevant opportunities;
- Under the leadership of WFP Regional/Country Directors, contribute to building common advocacy and position alignment to promote principled humanitarian action in the region; and
- Promote cross-learning from partners on integrating people-centred programming principles in food security and nutrition activities.
Advance global-level knowledge and capacities:
- Provide upward feedback to ensure that WFP global guidance, tools, and trainings are aligned with the operational realities and needs on the ground; and
- Support the roll out of new global tools (eg rapid protection analysis toolkit, etc).
