Under the direction of the Regional Lead for Emergency Preparedness and Response and Cross-Cutting Issues, the Regional Gender Advisor will be responsible for providing technical guidance and support to countries, promoting internal and external regional partnerships, and advancing WFP’s global knowledge and capacities. The role will be responsible for guiding the implementation of WFP’s global gender policy and regional gender action plan, focusing on both WFP’s direct assistance programmes as well as its technical assistance / capacity strengthening support to government-led programmes.
Specific responsibilities include, but are not limited to:
Technical guidance and support to Country Office teams [remote and in-person] to strengthen gender equality and women’s empowerment across the programme cycle including in analysis, programme design, programme implementation, monitoring and evaluation:
- Support countries to strengthen disaggregated data collection and analysis, recognizing intersectional vulnerabilities including but not limited to displacement, disability, indigeneity and other affiliations;
- Provide strategic guidance and technical support to countries to design and operationalize gender mainstreamed and/or gender targeted programmes with clear outcomes defined;
- Generate knowledge on best practices from the region, and strengthen the regional cross-cutting and gender network as a means to disseminate learning;
- Support and oversee alignment to corporate gender standards including in Country Strategic Plans, Gender-budgeting, Annual Country Reports, and the Gender and Age Marker and Monitoring tool; and
- With the WFP Protection Advisor, support countries to meet WFP commitments on PSEA and related high-risk areas including the role out of new internal and partner assessment tools.
Promote regional level advocacy and partnerships both internally and externally to advance WFP’s regional gender action plan, including:
- Lead regional level internal and external advocacy initiatives including 16 Days of Activism and International Women’s Day, and support senior level advocacy with external partners (UN, Inter-government, International/Regional Financial Institutions, other);
- Engage WFP functional areas to strengthen opportunities to achieve WFP’s commitment to gender equality and women’s empowerment across its internal systems and processes including but not limited to human resources and procurement; and
- Identify, build and manage meaningful partnerships with UN agencies, research partners, and civil society organizations for the promotion and advancement of gender equality and women’s empowerment in the region.
Advance global-level knowledge and capacities:
- Contribute to the review of corporate guidance, tools, and trainings, ensuring these are informed by operational realities; and
- Support the dissemination of corporate guidance, tools and trainings, including new corporate indicators to measure progress against WFP’s corporate gender policy/commitments.
